Dr Leo S.F. Lin is a Senior Lecturer with 20 years of experience in policing and security, specialising in transnational security, criminology, and emergency management. He holds a PhD in International Development and Security Studies (University of Southern Mississippi), an MA in International Relations (University of Indianapolis), and a BA in Criminal Justice and Police Science (Central Police University). Dr Lin is experienced in delivering undergraduate and postgraduate programs in criminal justice and security studies, with prior academic roles at Ming Chuan University (Dept. of Criminal Justice and Security Management), Central Police University (Dept. of Administrative Management), the University of Malaya (Dept. of International and Strategic Studies), and the University of Glasgow (International Master in Security, Intelligence and Strategic Studies). His policing career, culminating in the rank of Senior Superintendent and including roles as a criminal investigator and police attaché to the United States, enriches his teaching and research on cybercrime, policing, and crisis management. Certified in Operational Risk Management (Taiwan), Cyber Intelligence (McAfee Institute), Crisis Management (FBI), Emergency Planning and Active Shooter Response (FEMA’s National Disaster & Emergency Management University), and Major Event Security (APEC), Dr Lin is recognised for advancing education and research that strengthen law enforcement and public safety frameworks.

Research Interests

Dr Leo S.F. Lin’s research addresses policing and security challenges in the Indo-Pacific, integrating criminology, security studies, and international relations to tackle transnational threats and emergencies, including cybercrime, organised crime, AI-enabled offences, and emergencies (natural and human-induced). His work examines emerging issues such as cryptocurrency-related crimes, deepfakes, and online harms, while promoting resilience through emergency management, civil defence, police volunteering, and civil-military cooperation. He has published numerous journal articles, book chapters, and four books, including an edited volume on Asia-Pacific security. As Chief Investigator for Charles Sturt University’s 2025 Artificial Intelligence and Cyber Futures Institute Seed Funding, Dr Lin leads innovative cybercrime research with Associate Professor Duane Aslett, Dr Geberew Mekonnen, and Dr Douglas Allan. Currently, he serves as a reviewer for the Australasian Simulation Congress and the International Association of Chiefs of Police 40 Under 40 Awards (past recipient). He is authoring and editing two books on crime and security, contributing to advancements in policy and practice in emergency management and criminology, aligned with regional and global priorities.
