Abstract
This paper was prompted by statistics noted in Table 2.2, 'Comparison of international-refugee and internal refugee populations, 1988' in Vitit Muntarbhorn's, The Status of Refugees in Asia (Muntarbhorn, 1992:20). In this table, which is adapted from the US Committee for Refugees World Refugee Survey 1988, the number of Afghanistan refugees in asylum countries is given as 5,927,180; the number of internal refugees is recorded as 2,000,000. The paper seeks to explore issues of refugee protection against the background of Afghan refugees; it focuses on the plight of the 'people' as well as the many issues related to the movement of refugees generally throughout the world.
