An analysis of service delivery and costing for public libraries

Abstract

This research investigates the community digital inclusion responsibilities increasingly being shouldered by Public Libraries (PLs) in Australia. The rationale is that expectations of stakeholders and library funding bodies are progressively towards libraries having to provide physical and digital safety net and training for the vulnerable in the community, in addition to its core information functions. While public libraries have willingly assumed this role, lack of recognition and resource support need to be addressed as it is perceived that a range of government agencies are cost and service shifting their workloads to the libraries. Therefore, this study aims to explore the current design and delivery of digital services and other resources in PLs to ensure that they continue to support the community.
