Abstract
Full and democratic participation in the information society depends upon digital inclusion, which must extend even to the most disadvantaged segments of society. This article introduces a layered approach to understanding digital inclusion, focusing not only on physical access to digital technology, but also to skills and socio-cultural factors that affect full participation.
