Organizational Leadership Orientations in a Context of Contesting Values in the Public Sector

    Current knowledge of leadership theory and practice encompasses an assumption that organizational leadership is a critical contributor to organizational performance but the related factors, particularly, in public sector leadership contexts, have not been fully explored so that there are still tentative and tenuous explanations of the influences on leadership of which the values sets of organisational stakeholders appear to be important.The paper explores public sector organizational values contexts by reviewing the values sets that influence organizational leadership and other organizational processes to construct a plausible conceptual framework. Five influential values sets are recognised. These are gubernatorial-political (focus on the government and political values), duco-political (focus on leadership related values), socio-political (focus the broad values of society held an applied government and public sector organizations), ego-political (focus on the self and personal values), and bureau-political (focus on organizational values).The conceptual framework developed brings the values sets together under ideal and more typically real circumstances and shows that leadership has a role of balancing contesting values.The paper concludes with a summary of the processes followed in the analysis and areas for further conceptual analysis and empirical research using the conceptual framework developed.
