Abstract
Chapter 12.4 of Book 1 of Volume 16, Religious institutions, of the Final Report of the Royal Commission into Institutional Responses to Child Sexual Abuse shows a 'miasma' of Anglican Church leadership confusion that compromised children's safety. These can be addressed through a combination of 'grass roots' child safe policies and practices, and the kind of professional supervision that can motivate and equip leaders for organisation change.
